PerEldar also do not count for Quorum.
A player must complete four months of being a PerEldar before they become a Citizen.
Citizen:
A Citizen is a rank given to full members of the Warband, having completed there term as a PerEldar.
Within the Citizenry their are two classifications: Active and Passive.
-
Being Active grants a Citizen the following: The ability to progress in ranks within the Warband. The ability to fully take part within the Assemblies.
-
Being Passive grants a Citizen the following: The restriction of being unable to progress in rank, however you do not loose any rank or position you hold.
The restriction of being unable to vote within the Assemblies. Passive Citizens do not count for Quorum.
Once you are made Citizen you are considered an Active Citizen. However if you do not attend Eldar Events (Quest, Fridays and/or Assemblies) for a consecutive four months at any point after becoming a Citizen, you automatically become a Passive Citizen.
To revert from Passive back to Active they must attend Eldar Events at least once per month over a four month period.

The Active/Passive system does not apply to Chapters with under 10 members.
