#EldarSociety Eldar Society: The Assembly

The Assembly is a meeting of the Elves of Eldarnorë.
There are three types of Assemblies:

  1. The Chapter Assembly
  2. The Assembly of Representatives
  3. The National Assembly

The Chapter Assembly

There is to be a Chapter Assembly held once every month. The day and time of which is up to the Chapter's Legate to decide and organise.

This day and time maybe moved and altered at the discretion of the Legate.

A Chapter Assembly consists of all members from that Chapter. The purpose of the Chapter Assembly is to discuss IC and OoC issues directly effecting a Chapter.

Citizens can call for a Chapter Assembly without the permission of their Chapter's Legate, but only for the purposes of a "vote of no confidence" in the current Legate.
If the "vote of no confidence" fails the Citizen called Assembly is to
immediately disband.

The Assembly of Representatives

There is to be an Assembly of Representatives held at the Magistrates discretion.

These would run as an online Assembly.

The Assembly of Representatives would consist of the Magistrate, ICano and the Legates of each Chapter.

The purpose of the Assembly of Representatives would be for the Legates to bring forth Warband Agenda items to the Magistrate and ICano.

The National Assembly

There is also to be a National Assembly held once every year. The day and time of which is up to the Magistrate to decide and organise. This day and time maybe moved and altered at the discretion of the Magistrate.

The National Assembly consist of all national members of the Warband. The purpose of the National Assembly is to allow any Citizen to bring and discuss IC issues within an IC setting.

Assemblies can only be opened when there is quorum. Quorum is defined by the Eldar as:
"Over half of the total number of voting Citizens." Rocquenna and Aspirants do count towards quorum.

All Eldar Citizens, PerEldar and Elvish Auxiliaries are welcome to attend the Assembly.
Only the Citizens and PerEldar are permitted to speak during the Assembly, unless a special consideration has been given by the Legate/Magistrate.
Foreign dignitaries may be invited to attend Chapter Assemblies at the request of the Legate. No Foreign dignitaries are allowed to attend the National Assembly.

Motions are discussions or issues that a Citizen wishes to be put forth and voted upon.
PerEldar are able to bring up a motion but it must be sponsored or pur forward by a Citizen.

A motion is only passed if it has a majority vote of those present in the Assembly.
Note, that if an Assembly does not have Quorum, any motions that gain a majority vote are not automatically passed. Instead they are to be put up on the appropriate Facebook Page (Chapter for Chapter Assembly, Eldarnórë for National etc), as a ratification and then voted upon via a poll. These ratifications are open 24hrs after they have been posted. After which the votes will be counted. If a majority is in favour of the ratification it is passed as per normal.

Due to Military Doctrine, any motions that are specifically related to any thing to do with the Eldar Military are not Passed unless ICano has given a final approval. Therefore all motions related to the Eldar Military will be passed as Suggestions to ICano. He does not have to give reason why a Suggestion has been approved or disapproved.

Any discussions put forth that do not require a vote are called "Points of Discussion."
Any information put forth that does not require a vote is called "Points of Information."

Motions that are to be put forward in an Assembly are to be passed to the Legate/Magistrate before the Assembly start time.
These motions will be put on the Agenda and will be discussed first during the Assembly.
Any motions not on the Agenda, but wish to be discussed by a Citizen, are to go in General Discussion at the End of the Assembly.

Regardless of whether a motion is passed or not, the specific issue that the motion is based on can not be voted upon until six months have passed. This is in place to stop Citizens from bringing up and disputing the same specific issue each and every Assembly.
Once the six months are over, the issue can be freely voted upon again. This does not however stop Citizens from discussing the issue if they so wish.

Eldar Citizens are able to make an Immediate Motion within an Assembly. These are to be used sparingly.
The two types are a "Motion to Suspend Debate" and a "Motion to Gag Citizen."
It is up to The Legate/Magistrate to decide if these Immediate Motions are to be voted on.

Rocquenna may be Citizens but they give up their right to vote in the Assembly, except on military matters.
By extension, Aspirants are also unable to vote on non-military matters. This restriction also applies to ratifications.

The Magistrate/Legate may also put forward a Special Motion for an Emergency Vote/Referendum within an Assembly.
This is to be used sparingly.
The purpose of the Emergency Vote/Referendum is to allow ALL members of the Warband to vote on a high important OoC issue.

Magistrate/Legate who wishes to put forward this Special Motion must first get approval from the Assembly of Representatives. Once The Magistrate/Legate get the motion approved they may then bring the Emergency Vote/Referendum up at their next local Assembly to be voted upon.

An Eldar citizen who cannot attend an Assembly can chose to pass on their voting power to an attending Citizen. This is known as holding a "Proxy Vote."
The attending citizen who holds proxy, votes with the power of two votes. These two votes cannot be split.
Rocquenna and Aspirants may only proxy their vote to another Rocquen or
Aspirant.
Additionally, no Citizen can hold more than one Proxy Vote.
